Show user pop-up cards in more places

It's pretty fun to be able to see more detailed info about a user without having to click into their profile (which often bugs out when going back a page), so it would be cool if (perhaps optionally?) this pop-up could show whenever highlighting another user in places such as friends list, Leagues standing, etc.
