I think that all Nitro Type members should be able to send Nitro cash, even if they don’t have gold. Maybe, though, the normal members can only send 1,000,000, or 500,000, and the Nitro Type Gold members can send as much as they want.
I ALSO think you should be able to gift things directly from the shop to your friends. It would be cool to give my friend a car or name tag for their B-Day. You could buy a gift box and put a car in it and send it to your friends.
