I was thinking that maybe you should have to upvote something in order to post an idea. You could have a counter with the number of upvotes you have given. Then when you post an idea, the counter goes down by one. Just an idea with no specific upsides but just an idea if you want to try it!
This would only be relevant if people spam their ideas without giving any attention to other people's ideas.
